I’ve ended up speaking with our district manager, and he seems a nice guy, with good intentions. I always feel better after talking to him, but I get the feeling that nobody has the power/time/money to fix their customer service quality problems.
WCE: I think the original intent was to keep people from getting as much alcohol as we were coming out of prohibition (To a prohibitionist, it’s probably better to force purchase from the state than from random stores) — and today the main issue is to ensure that alcohol is handled responsibly and minors can’t buy it and such (presumably, allowing private stores to enforce these laws will result in more minors buying alcohol). On the plus side, the PLCB is huge, and has some purchasing clout to get alcohol cheaper (but it’s usually never seen by the consumer, due to 18% alcohol taxes on top of that).
